TF2 is old, but a busy match can still hit your PC hard. Large fights, effects, custom files, heat, and apps in the background can make frame times jump.
More players, projectiles, ragdolls, and game logic give the processor more work at once.

Use Hone as a clear starting point, then test the game in the same map or match type. Change one group of settings at a time so you know what helped.
Reduce shadows, anti-aliasing, effect detail, and model detail first. Keep textures higher if your graphics card has enough memory.
Open the developer console and use cl_showfps 1 to see your frame rate. Use cl_showfps 0 to hide it again.
An FPS config can change many settings at once. Back up your files, remove old commands you do not understand, and test before keeping them.

Hone works through supported Windows and game settings. It stays outside live play and gives you a restore point for changes that support it.
